All On The Line




Let me tell you a little bit about what we're up against. Last year, Michigan voters went to the polls to overwhelmingly support a ballot initiative that would create an independent citizen redistricting commission. The commission passed with 61% of the vote -- with support from people in red and blue counties -- and put the power to draw fair maps directly into the hands of the people. This type of reform is exactly the kind of progress All On The Line supports. The other side? Not so much.



Dark money groups with ties to Scott Walker are actively trying to undermine the will of Michigan voters by launching a lawsuit that would dismantle the commission before it even gets off the ground. Those same groups are also defending New Hampshire's Republican Governor, Chris Sununu, who just vetoed a bipartisan measure to establish an independent redistricting commission in the Granite State. Make no mistake, these groups are blocking commissions because they want Republicans to continue gerrymandering -- and they have no problem silencing the voices of everyday people to make it happen.

In our opponents' ideal world, their Michigan lawsuit will block this independent commission from having the chance to draw fair maps in 2021. And at the very least, it will create the opportunity for politicians and lobbyists to infiltrate and influence what is meant to be an independent, non-partisan body.

The constitution requires the redistricting process to occur in 2021, no matter what. But whether or not the maps are drawn fairly is yet to be determined -- and it's up to us to hold our elected officials accountable in this process. We have a plan to create a better, more fair, and more just democracy. The stakes could not be higher.


The health of our democracy is not a given. And it's under attack. I say this not to be hyperbolic, but to remind us all of what's at stake. The impacts of redistricting will be long-lasting. From progress in the fight for common-sense gun protections to voting rights to access to health care -- we have the chance to determine the direction of the next decade. But we must remain committed and diligent in our effort to create a fair and just democracy.

We need to remember that progress is not always linear. There will be bumps in the road and unfortunate detours, but at the end of the day, I want to be able to say we won. Because this is not a time to settle for a moral victory -- there is too much on the line.

We know there's no one-size-fits-all solution to map manipulation. That's why Redistricting U will take place in your local communities, and it's why these trainings are designed to be responsive to the conditions on the ground in your state.

For instance, in places like Colorado and Arizona, folks will learn how to best advocate in front of independent redistricting commissions. In Texas and Florida, we'll focus on making sure we "get out the count" for the 2020 Census, so that the maps drawn during the 2021 redistricting process actually reflect the communities they represent. In California, volunteers will learn how to maximize their impact in states across the country.

I've always believed that training is at the heart of organizing. It's why I made it a priority in my 2008 campaign and throughout our larger movement for change in the years since. And it's why I'm asking you to become a Founding Member of Redistricting U -- to help make sure we can keep producing the best, most effective trainings to strengthen all of our efforts moving forward.

49 days. That's how long it took to weaponize partisan gerrymandering. Once the Supreme Court decided in June that it would not fix previously partisan gerrymandered maps, conservatives took this as a license to freely gerrymander future maps to their advantage.

Last week, Republican state legislators from across the country gathered at the American Legislative Exchange Council (ALEC) conference. ALEC -- a conservative-aligned group notorious for promoting "stand your ground" laws, climate-denying resolutions, and union-busting toolkits -- plans to leverage the 2021 redistricting process to maintain Republican power. And they devoted time in their annual conference to training legislators how to manipulate redistricting in their favor.

Since the Supreme Court won't deter partisan gerrymandering, we must take a stand. Add your name to tell state legislators: Stop using the Supreme Court's decision as an excuse to ignore the public's demands for fairness.

ALEC is arming incumbent politicians with new tactics to rig the maps -- ones that will hurt immigrant and historically-disadvantaged communities. These tactics not only exploit the SCOTUS decision, but they also show the lengths to which conservatives are committed to a manipulation strategy that is "advantageous to Republicans and non-Hispanic Whites" as famous gerrymandering mastermind Thomas Hofeller described it.

Gerrymandering is an affront to civil rights, plain and simple. Whether the intention is to disenfranchise voters or stack the deck for incumbents, the result is still the same -- manipulated maps that dismantle democracy.

Add your name to tell politicians that gerrymandering will not be tolerated. We need a fair redistricting process -- we will not accept maps that disenfranchise communities of color under the guise of partisan gerrymandering.The cycle of partisan gerrymandering can stop if we hold politicians accountable -- it's up to us to prevent map manipulation.

All On The Line


I was rereading Ratf**ked this weekend to prep discussion questions for book club and a certain passage stood out to me: "It is as if the mapmaker found the very line between hope and despair, and etched it onto these streets."

That line really resonated with me because it emphasizes the fact that where the lines are drawn actually impacts our communities in a real way. Although districts tend to be packed based on race or political affiliation, there's a distinct economic effect to where the lines are drawn too -- gerrymandering not only silences the voices of voters, but it can also disincentivize economic growth and progress.

At the end of the day, gerrymandering is all about maintaining power for the powerful and further disenfranchising communities. But we have a chance to change that!

I just got off the phone with author David Daley and he's really excited to chat with you later this week at AOTL book club -- because the work we're doing together really will have an impact on the redistricting process.

David told me that in order to prepare for redistricting in 2021, we need to understand the history of gerrymandering and its impacts on our communities. And that's exactly why "Ratf**ked" was an obvious choice for our first book club read.

In politics, "ratf**k" has been used to describe tactics politicians use to manipulate electoral outcomes -- and partisan gerrymandering is the prime example of such manipulation. My book tells the story of the actual redrawing of the American political map and of our democracy itself. It's the story of how Republicans created Congressional and state legislative majorities so unbreakable that in states like North Carolina, Ohio, Wisconsin, Florida and many more -- none of the outcomes would be in doubt until the next redistricting cycle. Democrats win more votes. Republicans win more seats.

This map manipulation was legal, breathtaking, and much of it happened in plain sight.

The next redistricting process begins in 2021, right after the 2020 elections. And if we don't hold politicians accountable now, they will ratf**k the maps again for the next decade. We cannot afford to let history repeat itself.

I've been inspired by the grassroots energy across the country -- it's why I'm so excited to join All On The Line's first book club night to do a Q&A.
